The main difference is that VoiceXML is used to create voice applications that run on the phone, whereas HTML is used to create visual applications (web pages).

Just like HTML, VoiceXML is used as an interface to the Internet, so speech applications have access to the same information as web pages.
The (W3C) VoiceXML 2.0 and 2.1 specifications are based on many
years of research and development by AT&T, IBM, Lucent
Technologies, and Motorola, as well as support from the VoiceXML
Forum members, one of which is VoiceGenie.
VoiceXML has been accepted by many leaders of voice technology as the standard for developing telephone speech applications.
